ఉచిత, నిర్భంధ ప్రాథమిక విద్యకు బాలల హక్కు చట్టం – 2009

The Right of Children to Free and Computlosry Education Act 2009

6 నుండి 1-14  సంవత్సరముల పిల్లలందరు బడిలో చేరి, ఉచితంగా  చదువుకోవడానికి  ఉద్దేశించిన చట్టం  ఉచిత, నిర్భంధ విద్య బాలల హక్కు చట్టం,2009 దీనిని ఆగష్టు 27 వ తేదిన పార్లమెంటు ఆమోదించింది.

ఈ చట్టంలోని ముఖ్యాంశాలు:

  • పాఠశాలకు మౌలిక వసతులను ప్రభుత్వం కల్పించాలి.
  •  పిల్లలను బడిలో చేర్చడం  తల్లిదండ్రుల బాధ్యత.
  • బడిలో ప్రవేశానికి ఎంపిక విధానం, క్యాంపిటేషన్ రుసుం ఉండదు.
  • బడిలో చేరిన పిల్లల పేరు తీసివేయడం, ఆదే తరగతిలో కొనసాగించడం నిషేధం.
  • పిల్లల్ని  శారీరకంగా, మానసికంగా వేదించడం నిషేధం
  • వయస్సు నిర్ధారణ పత్రం , ఇతర ధృవీకరణ పత్రాలు లేవనే  కారణం చేత పిల్లలకు బడిలో ప్రవేశాన్ని  నిరాకరించరాదు.
  • గుర్తింపు  లేకుండా పాఠశాలలు ప్రారంభించరాదు. ప్రారంభిస్తే  రూ.లక్ష జరిమానా విధించవచ్చు.
  • అన్ని ప్రభుత్వ, ఎయిడెడ్ పాఠశాలలో  పాఠశాల యాజమాన్య కమిటీని ఏర్పాటు చేయాలి.
  • నిర్ధారిత అర్హతలున్న  వారిని మాత్రమే ఉపాధ్యాయులుగా నియమించాలి.
  • పిల్లల సర్వతోముఖాభివృద్ధి జరిగేలా బోధనాభ్యసనం, మూల్యాంకనం  ఉండాలి.
  • ఉపాధ్యాయులు ప్రైవేటు ట్యూషన్లు, ప్రైవేటు బోధనా పనులు నిర్వహించరాదు.
  • నిర్ణీత స:క్యలో ఉపాధ్యాయుల పోస్టులను, అవసరమైన తరగతి గదులను మంజూరుచేయాలి.
  • ఎలిమెంటరీ విద్య పూర్తయ్యేవరకు బోర్డు పరీక్షలు  ఉండవు.
  • ఎయిడెడ్, ఆన్- ఎయిడెడ్ పాఠశాలలు కనీసం 25 శాతం వరకు ప్రతి సంవత్సరం  1వ తరగతిలో  పేద పిల్లలను చేర్చుకోవాలి. వీరి ఫీజుల ఖర్చును ప్రభుత్వం చెల్లిస్తుంది.

బాలల హక్కుల పరిరక్షణకు రాష్ట్ర ప్రభుత్వం :  బాలల హక్కుల పరిరక్షణ కమీషన్ లేదా విద్యా హక్కు రక్షణ సంస్థ (REPA) ను ఏర్పాటు చేయాలి.

 

RTE ACT 2009 SEC 12 (1) 25% FREE SEATS ALLOTMENT IN

PRIVATE UN AIDED SCHOOLS

  • Introduction:  The idea behind this is to make education affordable for all students in Andhra Pradesh without any discrimination or financial constraints
  • 25 per cent of the seats are reserved for students belonging to the economically backward section as per the provision in the Right to Education act in all Private Unaided Schools (IB/ICSE/CBSE/State syllabus)
  • The applications for admissions in private schools under RTE 12(1)(c) process is available in cse.ap.gov.in website.
  • Toll free help line number for any queries during and after the admission process is 14417
  • Those applications shall be considered where the residence tagged GramaSachivalayam is within 1 KM radium from school.
  • There after the applicants residing with in the range of 3 KM radium from the schools shall be taken into consideration

The order of preference shall be followed by the schools covered under RTE Act 2009 in admitting the children in the State.

  1. Disadvantaged groups:

Orphan, HIV affected and disabled                         = 5%

SC    = 10%

ST     = 4%

  1. Weaker sections which includes others

Viz., BC, Minorities, OCs(whose annual

Income does not exceed Rs:1,20,000/-

Per annum) in Rural and Rs:1,44,000/-

Per annum in Urban Area                             = 6%

Total         = 25%

RTE 12 1 C CLASS 1 ADMISSIONS FOR THE YEAR 2024-25:

  • 436 Private Schools registered for RTE 12 1 C in to the Class I admissions in the district for the year 2024-25.
  • 4106 Students applied through online for RTE 12 1 C Class I admissions in the district.
  • 3083 Seats allotted for Weaker Sections Students to Class I Admissions for RTE 12 1 C Admissions in the district for the Year 2024-25.
  • 2057 Students Admissions Confirmed through online by the Mandal Educational Officers in the district
  • 1026 Students reasons submitted for Not Admitted for RTE 12 1 C Class I admissions in the district.
  • 66.72 % Achieved Admissions confirmed by the Mandal Educational Officers in the district for the year 2024-25.
